One of the main objectives that law 798 of 1984 established was the complete defence of all inhabited centres of the lagoon from high water of whatever level, including exceptional occurrences. In the process of selecting the adopted solution, numerous project hypotheses were considered.
For each hypothesis different alternatives were studied and compared in relation to the technical characteristics of the works, the intervention implementation, the intervention areas, the executive criteria and the efficiency in respect to the predetermined objectives. This process of perfecting the plans going further into detail and depth, led to the choice of a solution capable of satisfying all the given requirements.

 
 
The strategic solution chosen consists of a combined system of various types of structure enabling all three inlet channels to be temporarily closed by means of mobile barriers, in combination with local raising of quaysides, compatible with the architectural and socio-economic structure of the area to combat the tides causing the most frequent flooding.
